Alfa Romeos have 'character' because they also have a lot of flaws, same with Maseratis. Combine that with ride or acceleration idiosyncrasies (torque curves, etc.) and you have 'character'. Wasted fuel, high idle due to overly rich fuel mixture, compression causing noise, huge pipes for exhaust flow, and just plain being tuned to be loud because people think it makes it go faster. Personality in cars is mostly a combination of 'flaws', inefficiency and noise. You could have turbo spool and blow off noises if you want as well. Maybe they'll put some lighting effects to make it look like it's backfiring too. Some already allow you to use a variety of sounds or your own sounds so you could make your eGolf or whatever sound like a Maclaren P1 if you wanted, or a Lamborghini with popping and crackling. Sound will be addressed as well, at least at low speeds, as the makers are required to have them play sounds to help them draw attention from pedestrians etc. That inherently means quiet, reliable, safe, and dependable. The Corolla, Camry, Accord, Ford Explorer, Escape, and even the F150 in its most successful option range are pretty darn soulless. That's no different than ICE cars though. The fact that the Model 3 is deeply uninteresting is actually a huge business achievement, and exactly what electric car success looks like. Most people want appliances, so focus on making appliance to normalize the new thing. I also think it's the *right* way of approaching the car market.
